Most Umrah agencies don't start as businesses. They start as a person the community trusts — someone who organized a trip for family and friends, did it well, and got asked to do it again. Turning that trust into a working agency is mostly about getting five things right, in order.
What an Umrah agency actually does
Strip away the brochure and the job is: assemble (visa, flights, hotels, transport into a package), sell (to a community that trusts you), collect (data, documents and installment payments from every pilgrim), operate (rooming lists, manifests, the trip itself), and account (know whether you actually made money). Every step below maps to one of those.
Before step 1 — choose your business model
"Starting an agency" can mean three very different businesses. Decide which one you are building before you apply for licences or promise a departure:
| Model | What you do | What it changes |
|---|---|---|
| Sub-agent or community partner | Find pilgrims for an established licensed organizer, which remains the contracting travel company | Lowest setup burden, but lower margin and less control. Your agreement must say who takes payment, issues the contract and handles complaints. |
| Package organizer | Sell under your own agency name while buying flights, hotels and Saudi services from licensed suppliers | You normally carry the local travel-business, package-travel, insurance and consumer-protection obligations. This is the usual route for an independent agency. |
| Direct operator or consolidator | Contract inventory at scale and serve other agencies as well as pilgrims | Highest capital and compliance burden; supplier guarantees, systems and specialist staff arrive before the volume does. |
Do not market yourself as the organizer if another company is legally responsible for the package. Put the operating company, payment recipient, cancellation terms and responsibilities in writing so the pilgrim always knows who holds the booking.
Step 1 — Licensing and legal setup
The legal layer has two parts:
- Your local side: register a company and obtain whatever travel-agency licence and insurance your country requires. Rules differ sharply between markets — get local advice; this is not the place to improvise.
- The Saudi side: Umrah visas and ground services flow through licensed Saudi Umrah operators and the Ministry of Hajj & Umrah's ecosystem (Nusuk). As a new foreign agency you will almost always work through an established Saudi operator rather than holding direct authorization — your operator handles visa issuance and official ground arrangements against the pilgrim data you provide.
How different the local side can be:
- United Kingdom: a business selling packages that include flights to UK consumers needs its own ATOL from the Civil Aviation Authority, unless it sells as the agent of an ATOL holder. The rule also covers businesses based outside the UK that sell to UK consumers. The routes, charges and the ATOL Certificate are explained in ATOL for Umrah travel agents.
- Türkiye: a travel-agency licence is not enough. Only agencies that meet the criteria set by the Presidency of Religious Affairs (Diyanet) and sign its contract may organize Umrah, and each lodges a guarantee with Diyanet of half the price per Umrah pilgrim, or an amount its Hajj and Umrah council sets.
- Indonesia: Umrah organizers need a PPIU licence, issued since 2025 by the Ministry of Hajj and Umrah. The same ministry runs Siskopatuh, the system in which licensed organizers report their packages and pilgrims.
- India: there is no Umrah-specific licence, but every package carries GST and, since April 2026, 2% TCS that the agency collects from the pilgrim; Hajj needs a separate registration as a Hajj Group Organiser. The registrations, the tax lines and the route into Hajj are in How to start an Umrah travel agency in India.
Choose that Saudi partner as carefully as a co-founder. Ask other agency owners in your community who they use and — more importantly — who they stopped using, and why.
Since 2025 the Saudi side has also become digital-first: accommodation for Umrah visas must be booked in licensed hotels and documented on the Nusuk Masar platform before visas are issued, and every season runs to an official calendar of visa and entry dates. Your operator works the platform, but those deadlines shape your sales and payment timeline — see Nusuk rules for Umrah agencies.
Step 2 — Partnerships you cannot skip
Beyond the Saudi operator, you'll assemble:
- Hotels in Makkah and Madinah (directly or via your operator). Learn the distance-to-Haram price curve before promising anything to pilgrims.
- Flights — group fares through airlines or consolidators. Understand deposit rules, name-submission deadlines and change fees; these dates will drive your whole payment schedule.
- Ground transport and a ziyarat program in both cities.
Before paying a supplier deposit, verify the legal company name and licence, speak to two agencies that used the supplier recently, and get the following in writing: exactly what is included, payment and release dates, cancellation and name-change rules, who fixes problems in Saudi Arabia, and where a refund comes from if a service fails. Confirm bank details through a second channel before the first transfer.
Rule of thumb for year one: pay for quality on the things pilgrims sleep in and ride in. Your reputation is the only marketing asset you have.
Step 3 — Price your first package properly
More first-year agencies die from underpricing than from lack of customers. The mistake is copying a competitor's price without their hotel contract or group size. Build your own cost sheet instead — every line from visa fees to the guide's plane ticket, with buffers for currency movement and no-shows.
We've written this up in detail: the full cost breakdown and the pricing method. Read both before printing a price on a poster.
What startup capital actually has to cover
There is no honest universal startup figure. A sub-agent working under an existing organizer needs far less cash than an agency signing its own flight and hotel commitments. Build the number from these buckets instead:
| Cash requirement | Examples |
|---|---|
| Legal setup | Company registration, travel licence, professional advice, insurance or bonding |
| Supplier commitments | Flight and hotel deposits, Saudi operator payments, transport reservations |
| Launch costs | Website or landing page, printed material, local events and initial advertising |
| Operations | Staff, payment fees, document handling and agency software |
| Contingency | Currency movement, unsold seats, changes, refunds and emergency supplier replacement |
The useful formula is: setup costs + every supplier payment due before customer money arrives + a contingency buffer. Map both pilgrim installments and supplier deadlines on one calendar; profit on paper does not help when a hotel deposit is due three weeks before your final installments arrive. Use the free Umrah package cost calculator to test group size, room tiers, buffer and margin before committing.

Step 4 — Find your first pilgrims
Your first group will not come from advertising. It comes from:
- The mosque community — a short presentation after prayers, with the imam's blessing, beats any Facebook campaign.
- Referrals — treat the first 40 pilgrims impeccably and the second group fills itself.
- Simple, professional materials — a clean poster with the dates, hotels (with distance from the Haram — be honest), price tiers and your phone number, shared on WhatsApp.
Credibility compounds. Overpromising hotel distance once will cost you two seasons.
For the full acquisition plan — mosque partnerships, referrals, WhatsApp, local search and measuring which channel filled seats — use the Umrah agency marketing guide.
Step 5 — Set up operations before the first booking
Here's the step most new agencies skip, then regret: deciding how you'll collect and manage pilgrim data before pilgrims start arriving. If you start in a notebook and WhatsApp, you'll be running the agency on Excel within a month and migrating painfully later.
Minimum viable operations from day one:
- A registration channel — ideally a self-service booking link so pilgrims enter their own passport data.
- Secure document storage — passport data is sensitive personal data with legal obligations attached (GDPR applies if you're in Europe).
- Payment tracking per pilgrim — installments are the norm in this business; know who owes what at all times.
- A repeatable structure — groups, packages and price tiers you can copy for the next departure.
This is precisely the setup Ziyara gives a new agency out of the box — group creation, multilingual registration links, encrypted document storage, installment tracking, rooming and manifests — with a free trial sized for exactly this stage: up to 100 pilgrims and two groups for 30 days, no credit card. Starting clean is far easier than migrating later.

For step five, our checklist of what Umrah & Hajj agency software must do shows what to look for. If you are starting with spreadsheets, download the free pilgrim list, rooming list and flight manifest templates in a format that can be imported later.
A realistic 90-day launch plan
| Period | Finish before moving on |
|---|---|
| Days 1–30: legal and supplier validation | Choose the business model, confirm local requirements, register the company, shortlist Saudi operators and collect written flight, hotel and transport terms. Do not advertise dates yet. |
| Days 31–60: build the package | Create the full cost sheet, cash-flow calendar, cancellation terms and package tiers. Set up the registration, document and payment workflow, then run it internally with test pilgrims. |
| Days 61–90: sell and rehearse | Launch through the community channels you can personally support, approve each registration, collect deposits against written terms and run a desk rehearsal of rooming, manifests, supplier deadlines and departure-day responsibilities. |
The goal is not to open quickly; it is to accept the first payment only after you can explain who is responsible, where the money goes, what happens if plans change and how every pilgrim will be operated from registration to return.
First-year mistakes to avoid
- Underpricing to win the first group, then discovering the real costs mid-trip.
- Overpromising — "5 minutes from the Haram" that's 25 minutes with luggage.
- No written terms — cancellation and refund rules agreed verbally always resurface as disputes.
- Everything through one phone — one person's WhatsApp as the agency's database, calendar and payment ledger. It doesn't scale, and it doesn't survive a lost phone.
Start small, price honestly, run one excellent group — and let the community do your marketing.
Frequently asked questions
Do I need a licence to start an Umrah travel agency?
In almost every market you need a registered company plus the travel-agency licence, insurance or bonding your country requires, and you work with a licensed Saudi Umrah operator for visas and ground services. In the UK, for example, selling packages that include flights requires an ATOL, and in Türkiye only agencies authorized by the Presidency of Religious Affairs may organize Umrah. Local rules differ sharply between countries, so take advice from your national tourism authority or a local lawyer before you sell your first package.
Can I sell Umrah packages without a licence?
Not as the organiser of the package. Selling flights, hotels and Saudi services as one package usually needs your own company, travel licence and insurance or bonding — an ATOL in the UK, Diyanet authorization in Türkiye, a PPIU licence in Indonesia. The legal way to start without a licence of your own is as a sub-agent: you bring pilgrims to a licensed organiser, which stays the contracting company and is the one registered on the Saudi side. Agree in writing who takes the payments and who issues the contract.
How does an agency outside Saudi Arabia register as an Umrah agent?
Through a licensed Saudi Umrah company, not with the Ministry directly. The company contracts you as its external agent and registers that contract on Nusuk Masar, the Ministry of Hajj and Umrah's platform for service providers; the hotel bookings and visa applications for your groups then run through it. You can check whether an agency is listed with the public lookup of qualified external agents on Nusuk Masar. Ask every Saudi company you talk to what it needs from you before it registers the contract. The season dates and the hotel-before-visa rule are in our Nusuk rules guide.
How much money do I need to start an Umrah agency?
There is no single figure: it depends first on whether you are a sub-agent, package organizer or direct operator. Add company setup, licence, advice and insurance to every supplier payment due before customer installments arrive, then add a contingency buffer for currency movement, unsold seats and changes. The startup-capital table above gives you the calculation rather than a misleading universal number.
Is an Umrah travel agency profitable?
It can be, but the profit is in the volume, not in the first group. In our worked example the agency keeps about a tenth of each package price and needs 149 pilgrims a year before it earns anything; starting from home, without an office or staff, brings that down to 58. The full first-year business plan is in Is an Umrah Travel Agency Profitable?
How many pilgrims do I need for a first group?
As many as your fixed costs require — often 20 to 45, depending on bus size and guide costs. Price for the number you can realistically fill and use a break-even table to see what happens if fewer people book.
When should a new agency start using software?
Before the first registration. Deciding on day one how you collect passport data, documents and payments is far easier than migrating a season's worth of WhatsApp photos and spreadsheets later.
